Bring Concept Learning Product to Market

SITUATION:
IEEE met with engineers, division directors, and stakeholders in the organization to define a concept product - an Individual Learning Program (ILP). Each 'blended' learning product would include learning modules, hands on testing, multi-media components, topic-specific software, subject matter expert (SME) published book or journal articles, and assessments. The training department identified a set of six topics to be ready for distribution within a two-year development cycle.
ACTIVITY:
While the training department had an active Instructor-Led training development process, the multi-component ILP product did not fit this model. Upon performing component analysis to determine development, review and testing, and production criteria, a process/production model was developed for the first ILP to test the process, identify vendors, establish SME communication, and determine (IEEE) market penetration criteria.
With SMEs across the country and with each ILP requiring a different set of components, a two year plan was developed and initiated. Source data varied from hand-written SME notes, to tape-recorded discussions between SMEs. This information was transcribed, updated based on the identified reader audience, and reviewed by SME, with multiple review periods. Simultaneously, storyboards were created for videos with all video production done off-site. All component production was coordinated with a target end date for each topic, such as Digital Signal Processing.
