Convert Legacy PDF Manuals to MIL-STD-3001 Complient Manuals

MTG Services Inc. and EPS Corporation
SITUATION:
The Department of Defense, specifically the Navy, maintain a large library of PDF documents for peculiar support equipment maintenance; as well as maintenance manuals for in-field equipment. In the realm of Technical Manual development and modification, two particular standards are used within the Navy: MIL-STD-3001 and S-1000D. Each is an XML-based tagging language with specific rules for style and type of content within a manual.
ACTIVITY:
For MTG, initially asked to generate MS Word templates to represent tagging styles defined within MIL-STD-3001, reviewed and studied the eight-part standard to understand and translate style needs:

Developed MS Word templates for specific Work Package types, and became the in-house subject-matter-expert for implementing MIL-STD-3001 templates, and troubleshooting MS Word related issues. Designed and implemented a Windows-based common-source knowledgebase for retention of templates, standard operating procedures, and generated client deliverables.

Expanded knowledge of XML-tagging at EPS to include implementing XML updates in both MIL-STD-3001 and S-1000D manuals. In the absence of an established MIL-STD-3001 repeatable documentation process, developed MIL-STD-3001 Quality System-Level Process Manual with swimlanes and RACI work instructions based on ISO 9001:2015 Quality Management System. Designed and implemented related SharePoint GCC High environment knowledgebase for project collaboration, metric tracking, and document XML and file change control. Managed a multi-location team of writers, illustrators, and subject-matter experts, delivering 75+ MIL-STD-3001 XML-based PDF Electronic Technical Manuals, converted from PDF to MIL-STD-3001 format, over a 4-year contract relationship; guiding continuous improvement through lessons learned.
